The hell does that have to do with climate change? most buildings are not properly weatherized or using the latest and greatest in air circulation, etc. So part of the goal was to modernize that with retrofitting old buildings and building new ones. And housing construction was part of that too, since the goal is to address issues around social justice too, rather than just raising capital to help corporations get to carbon-neutrality. If the GND was a thing, we'd be able to build more housing and that would be a great way to reduce landlord power.
