I'm not even sure I believe in intelligence as a concept, let alone the idea that it can be measured to the extent that we'd be able to pinpoint a spot where someone becomes "stupid." certainly any reasonable definition of "smart" would apply to some anti-maskers, trumpers, and qanon conspiracy theorists so no, I don't think "being fucking stupid" has anything to do with this, and I think it's extremely unproductive to frame it as though it does.
