Something like that. Agility might be closer to 5 but it's hard to pinpoint. Strength might be 3, but definitely no higher than that. Charisma might be 1.

IIRC 5 is baseline average.

So for strength for example, 1 is basically a person with no muscle mass at all, a 5 is someone who is active and does light regular exercise, a 9 could be a professional athlete, and a 10 would be peek or beyond peek human strength.
