Why spend all that money and dev time hiring celebrity cameos and building special scenarios just to only let people play it in a two week period, once, and anybody after that misses the boat?

It applies extreme pressure for people to buy the game day 1. I hate timed exclusive content or season passes so much.

except one time limited run missions aren't really the focus of the adverts, it's all the goofy hijinks and mass replayability (ironically) of the game.

that makes no sense at all. We see new day 1 exclusive content eventually becoming DLCs you can buy anytime like several months later or repackaged into the GOTY edition

It was to keep people engaged with the game over a period of time and to try and get people to get the game early. I don't think it worked. It is what it is.

But outside of the two celebrity scenarios there's really not that much to them. The pressure of those levels was that you only had one go to do them. Because of this most of them were overall pretty simple. You're not really missing out on much.
