The only way they could spend it is if they have humans working for them that could act as middle men in exchanges. Maybe it's like a bargaining chip. In order to level up your character, you needed a certain amount of exp AND gold accumulated. Usually to influence powers into rendering the wealth vulnerable to the dragon's plans. Also, more wealth = more power.
