they don't have stems and leaves like plants. also don't really have flowers. You don't see bees hanging around cactus.

That's just not true. Most cactus species bloom yearly once matured. Even if they only bloomed once every X years, that doesn't make them any less of a plant. There are several non-cactus plants that rarely bloom.

Also, that's quite different from they "don't really have flowers"

Also, cactus needles are actually leaves, coiled up extremely tightly because naturally selection found a better use for that DNA in a sunny climate. If you break one and look at it with a low powered microscope you can see the spirals.

Well I dunno if scientific names are much better. Then you have the problem of just because it can't mate it's a different species. I mean, it looks exactly the same or pretty dang close, and it has all the same practical considerations (does it bite you, what can you feed it), etc.
