I think there was a custom of using 13 turns on the outside part that contains the loop and rope but, yes, that is a proper hangmans noose. And the loop part has been pulled on to make it look right. The top bit tucks (end of the rope) tucks under where it loops out of the top of the cylindrical coils. You have to pull on the bottom (noose) to get it to disappear and look like that; sort of like how you pull on the ends of a tie afterward to straighten it out. Point is it wasnt tied as a knot. Someone tied a noose which in all fairness does have a pretty good handle part.
