Some places mandate that they be residents but in general its very, very low.

wow, I feel that's a big issue there

I think a big percentage have to live there, Then again I see the reason why they shouln't be

the criminals in that area can go after them.

But at the same time having a personal connection to the community would give them more empathy

the suggestion of putting minority cops into minority neighborhoods was something the NYPD thought about years ago and was slammed for it cause it almost preaches bias and that because youre black you should and could only work in predominantly black neighborhoods.

In Ireland you can't patrol a place or be called out to one if you live there except for extreme circumstances. Not sure how it is in the US
