Here's my idea.

What if there was a secondary police created for all police districts, where all this secondary police force does is investigate alleged crimes that regular police have commited. So basically, this secondary police force would operate like normal police when doing investigations. Think of them as a non-useless version of Internal Affairs.

Is this a dumb idea? Or could this actually be a viable solution to combating police corruption and police abuse of power?

The police police.

Basically. And if the police police are corrupt too, that's where the FBI comes in.

I addressed that in my original post. Internal Affairs, as it is right now in its current form, is useless and obviously hasn't done anything to stop police corruption.

We police the police police when the police police don't police the police.

I think there should be an independent department to review gross misconduct.

if you want you can comprise it of impartial judges and members of the force to work together.

i would also institute a 3 strike and your out system where if you get 3 justified gross complaints you go before review and they can decide to fire you or send you back to the academy for retraining.

the protection of bags of shit needs to stop. There so much more that can and should be done that can clean the mess up.

What would or could they do differently to the Internal Affairs divisions that exist currently?

What you want is something similar to what my city implemented (until the police union put up a legal fight to neuter its power to hand out discipline) called the police accountability board.

The key thing is having independence from the police itself

It might work if you give them little to no power over the general public. Otherwise, you're just kreating a bigger fish that may or may not do exactly what the police are doing.

internal affairs is the police policing the police.

some times it works and many times it doesnt.

also I feel any shooting or incident that involves a cop and results in a fatality or severe damage should go before a grand jury for review. Even if its cut and dry.

put these checks and balances in place so everyone gets a chance at justice. Whether it be prosecution or absolvement.

just saying hes not being charged isnt enough.

No.

The best way to police the police is by hiring a different type of individual, engage in psych screening, pay better and require more training, etc.

We've got to stop hiring rednecks with a chip on their shoulder reaching for the highest of the low-hanging fruit they can snatch.
