First of all: we can take at face value that Doc is not a one-note character. He's a human behind all his bravado, but that's a little too easy. Something I like to think about is one of Doc's quotes. He "never works with the same crew twice". The implication in all the heists is that this is the first time any of them has met Baby (unless it's the second time in the later heist, of course), which means he held to that for everyone EXCEPT Baby. Doc wanted to impress on Baby that he was going to be just as hard on him as he would be for anyone else, but the problem is Doc kept using him and using him and using him for heists, and eventually actually grew attached to him. He kept threatening him all the way up to a point, but when push came to shove, he just couldn't pull the trigger. That's Doc's big weakness: eventually becoming attached.
