When worse gets here we will have less/no rationed food. Those people working need money and need to continue making a living if people don't go then they will close down the business as well. That means people losing jobs and getting hours cut, this is the opposite of what she wants, she wanted more jobs for people. Buying food and going home is the same as eating it at the place.
