I'd argue theres a big difference between using an entirely new word, and combining an existing word with an existing prefix. It's very easy to understand how to apply cis to the word gender especially with the opposite "transgender" already being a word. Ultimately language is based on agreement. If enough people agree the word is a word, then it effectively is. You're like 10 years late to try and fight against people using cis as a term for gender identity. There's nothing offensive about the term, it's purely descriptive.

Just because people use something wrong doesn't mean it should then automatically be used that way. That's the reason we have bullshit like Oxford dictionary adding a wrong definition of the word "literally".

Thats how language works. Tons of things you think are right were originally just as dumb as the misuse of literally. Take decimate. We take that to mean completely annihilated but the deci prefix should make it more obvious. It means to reduce by 10% so if a disease decimates a village, they lost 10% of their population. However, the definition changed because of misuse for a long time. A lot of words are like that.

As frustrating as that is, that's how language evolves. Not generally by some highly educated dictionary committee deciding a word should mean something else, but by idiots who don't know what they are talking about.
