They have high speed and large amounts of uses and are super cheap so you can just spam combat arts and just throw them away later. They are really good for most paralogues and auxiliary battles. They're not good if you're fighting something with high defense or like monsters or bosses or something like the death Knight but they're actually really good in general. Some people will leave you temporarily at the timeskip and need to be re-recruited, such as ~~Ashe on Golden Deer if you recruit him pre-TS, who is an enemy in the volcano chapter and needs to be recruited again~~, but I don't think that anyone is outright a post-TS only recruitment. The TS is usually the hard cutoff for recruiting anyone, and after that you don't get another shot at it. And to answer TC's followup question, the seconds are almost always unrecruitable.
