You just hafta be a parent. Technically if you're a parent you can even buy them for yourself instead of for your children, but that's pretty sketchy.

Until 2014, you flat out couldn't buy them if both of your parents were dead. Then in Peterson v. Arizona, the supreme court ruled that if you yourself had children, you legally had the proper judgment to buy such CDs yourself.
