If you're talking about progressives specifically and not all left wing people, then it really isn't a caricature.

"billionaires shouldn't exist" is literally punishing people for being very successful.

I mean I would prefer the very rich people are slightly less rich if it means that everyone else in the country can have a bit of an easier life.

I'm not going to engage much further, but even this description of the purported 99% tax rate indicates a lack of familiarity with the tax system in general, because it would be applied in steps and only dollars over X amount (assuredly a large number) would be subject to this hypothetical tax rate.

All that being said, the current state of affairs is atrocious for legal and taxplanning purposes because of the volatility and lack of foresight behind the TCJA. A pendulum swing in the opposite direction would be just as terrible.

If punishing success were the sure-fire way to feed the starving, cure the sick, and house the homeless, then punishing success would be the way to go. Obviously its way more complicated than that, but make no mistake, those are the biggest problems that the world faces, and "m/billionaires making less money" is not remotely a problem, even theoretically. If your only argument against wealth distribution is that it isn't fair to successful people, then nobody should care, because people starving, dying of illnesss and not having shelter (among other things) is the real problem.
