Sebastopol Police display the motto Exemplary Service, Vigilant Protection on the side of their vehicles. My guess is the victim was more than a little worried those officers might serve and protect him to death.

IT's very common for people to run from the police. Guilty and Innocent people.

Cops going after you is scary, flight or fight kicks in

A police chief told me a few stories of having to chase down witnesses and victims to get statements because the idiot cops on the scene yelled "STOP! POLICE!" at them

Average citizen no trained in these situations vs person who chose to become a cop and SHOULD BE trained for these situations....there was no threat from the man from what it sounds like. a minor chase is no reason to do what this cop did. Assess the situation and do better....Stop trying to justify this bull shit.
