As some people suggest to let the robbers go on their way while still having the hostage. If they did that and the robbers killed the hostage then the police would have been blamed for not taking action. The robbers already showed a disregard for human life by shooting at the jewelry store owner and shooting an employee.

Would the civilian be guilty of a crime?

And if they stayed and someone in the vehicle got killed, would the officer(s) be guilty of a crime?

It seems tough to judge. On one hand you don't want to put civilians at risk...but also you need to stop the perpetrators asap because they are killing people and taking them hostage and you dont want them doing more of that. How should somebody evaluate this situation and make the correct decision? I have no law enforcement experience so I can't judge.
