Jedi aren't the only ones who can understand droids, anyone can. Same reason why Han can understand Chewie, they speak a language that anyone can learn.

This has a simple out-of-universe answer. They need the audience to understand the conversation.

In-universe, some languages are difficult to impossible for other species to speak (Wookie, Hutt, Selkath (when that was a thing, lol)) so I'm guessing it's just standard procedure.

yea. it turns out most residents of the galaxy have an attitude of not treating droids as sentient beings with rights. Luke is a rare person who actually treats them like people
