Sure, you can take some game they embezzled all the money from and push as the "worst game ever", but it's just a game developers stole money from for quick cash. Tbh I think Duke Nukem Forever fits that bill. It was a labor of love, and one of the big issues was that the guy in charge just didn't know when to say when. Every time he saw a game with some cool feature he had to try and include it. The game changed engines multiple times in an attempt to remain current. He legit wanted it to be the best game ever, and as a result was never able to actually focus on finishing it.
