Wikipedia says it means exactly what it says on the tin, but, it became popular when the alternative policy was buyer beware. So it definitely had its place and Im glad it happened.

But now its degenerated because spineless management doesnt want to tell the genuinely obnoxious customers to go screw themselves

I find this maxim more interesting when its applied to non retail scenarios. It ends up bringing out new ways of thinking about how individuals in an organisation who may have considered themselves back office or internal suddenly need to lift their game to meet the needs of those who give them a reason to be there in the first place.
