Is doing laundry a luxury too? What about using soap? Or shampoo? Or toothpaste?

Laundry yes. Water is free to wash, sun is free to dry. Soap is free in public restrooms. Shampoo and toothpaste are just specialized soaps.

I respect that this list is healthier than those idiots who are like "just eat ramen every day". But you're much closer to 30$ and none of this works for someone like me who doesn't already have the fat to burn when Im not eating. When your body doesn't have the extra fat, you need more than that to have any type of energy.

Water is "free" in your place. Yes, we do pay for it [unless you're at an apartment and that is paid by them], but the place you live has water coming out of the faucet

No the fountain's for drinking. The sink's for laundry. Bring a waterproof backpack into a single person restroom and wash your clothes. Then walk out. Nobody will ever know.

Water in San Francisco is expensive, even from the tap. It's not all that easy to find public water sources.

But it is possible for one person to live on $20/week just for food (not the laundry and other stuff). That is, of course, assuming said person has a pantry and a refrigerator/freezer in which to store this food. Many people in the San Francisco Bay Area do not have such basics.

It's also sold the $1 store, the gas station and many other places around town. You can wash a load of clothes for like $3 here, which would be around once a week

Water in Tampa is literally unpotable. I buy refills of jugs of water, but it's still $5 a week (per person).
Water in NY is awesome, though.

$5 on cereal is a waste, it's not even fulfilling unless you eat a lot of it. I would replace that with a large bag of white rice which is cheap and high in calories, and buy some $1 cake mix because I need some kind of dessert, plus the cake can last you the whole week if you eat a slice or two a day.

Washing clothes can just be done to a river, maybe even a pond

Trees to hang them up, too.

Dollar store 4 pack of soap to wash clothes and body, or just shampoo to was all three. Maybe you can get a dollar store 2/3 in one bodywash, shampoo and conditioner
