You're right that I had forgot about the Democrats in Congress being unable to be unified in their votes as well, but iirc drug lobby provisions got many more Republicans on board than against it. Sucks that Romney's Massachusetts policy got botched along the way for the national implementation.

I'm not entirely sure that is legal to reallocate funds like that btw, but I also suspect if it weren't, someone smarter than me would have said something by now, so now I want to check.

I guess it all depends on the language of the resolution that appropriated the funds (I assume a CR rather than an actual appropriation, but idk)

they took our money. it wasn't your money it was our money. to a program it should of gone to in the first place.

I mean that, it is within Congress' right to allocate funds to specific programs and to be used in specific ways, but that it is probably the case that Congress simply allocated and appropriated the money to HHS formally, with an informal understanding that the programs would be funded essentially as they had been before (but without a legal requirement for that to be the case)

so if I were a journalist, I would not describe that money as 'money reserved for HIV/AIDS treatment programs' since that is not quite true
