I would find a more fair / balanced method of Splitting CA where everybody can be happy and there will be real wins for everybody involved.

Highly Urbanized Cities won't be in conflict with the needs of Rural areas anymore.

Cities will have FAR less land area needed to spend money on while gaining a larger chunk of the richer population.

Rural areas will be free of City Slickers telling them what to do and how to do it along with more balanced representation for Rural folks for Rural needs.

Overall, it's a balanced win / win scenario IMO.

We had this thing called the "American Civil War".

NO STATE can leave the UNION.

PERIOD!

We can reorganize States along different boundaries, but we can't leave the US of A.

So the best choice is to allow "City States".

Imagine how much happier the folks who live in New York, but not NYC would be if they can separate themselves from NYC.

This is why "City States" needs to make a come back and we need everybody to separate into areas that they want to be living in.

Vote democratically and re-draw state boundaries along reasonable lines.

I would replace the PotUS seat with a Executive Council of 9 seats.

Each seat in the Executive / Legislative branches would have Proportional representation down to 4 decimal places.

Where 1x seat can be co-represented by multiple people amongst multiple parties or within the same party.

Truly Accurate Representation is my final goal.

So splitting the state wouldn't really change anything since the Electoral College would have a minor effect on the new Executive Council system.

Executive Council Seats:
2x Seats would have 2 year terms
2x Seats would have 4 year terms
2x Seats would have 6 year terms
3x Seats would have 12 year terms

Nobody who sits in the Executive Council Seat or in any representative seat at any level can have "Consecutive Terms / Back to Back Terms"

Everybody must have a 1 year time out, and the final year in office must be used for actual work.

The 1 year time out is to force Politicians to campaign on their personal time, not on the Government dime.

Executive Council Members are limited to a cumulative of 12 years in term length.

There are different ways of voting each representative into their seat along with their proportionate voting power.

My end goal is to have a European style Many Party system where everybody can have their own Political Party and voting for them would have REAL meaning.

Why is LA County a state? As a resident, sure, it's a decent county (sometimes) and sure it's around the size of Michigan in population, but come on, that's almost like making New York City a state. Which I personally don't like, because states need to be more than just a city. And sure, LA County isn't just the City of LA and sure you feel like it's a different county when you're in the Lancaster/Palmdale area but it's still not that much of a state. And now that I said that, why do I get the feeling you want Lancaster/Palmdale to break off and go chill with Kern County in their state?

Why is Greater Los Angeles (commonly considered LA, Ventura, Orange, San Bernardino, and Riverside Counties) split into four states?

Can the yellow state ever sustain itself? Sure, the cities there are nice. But can they sustain themselves with just tourism and a little bit of agriculture?

I see what you're doing with green and trying to give the Jefferson people what they want, except you're also adding counties that aren't part of that movement. Jefferson is also problematic because although they are culturally distinct from the rest of the state, they also don't have that much in the way of their economy.

Why is San Diego a state and why is it put with a county generally considered to be part of Greater Los Angeles?

Why is Contra Costa not part of what is otherwise a decent Bay Area state?

Sure, let's break up the eastern half of central/southern California so that there's the heart of California's agriculture and then there's a bunch of desert, each in different states. Hey, know where a ton of people in San Bernardino and Riverside go to work? In two other states under your proposal: Los Angeles and Orange County, across state lines!

In summary: California is too interconnected and dependent on itself to ever be broken up except, maybe, by having a Northern and Southern California, and even then, you're breaking up and damaging one of the largest economies in the world.
