Depends on what you want to spend. I would still suggest a sub.

All-in-one systems in my experience are not as good as getting a full 7.1 system. I've never liked the idea of one long speaker under your TV. I guess they're handy if you don't have a room that fits the system properly, however. You'll get better base with a bigger, stand-alone sub, especially when it's tucked inside or in-behind a TV cabinet. If you live in a condo, and ultra-sound isn't practical because you have someone living right next door, then just go with the sound bar.

Soundbars are inherently poor "surround" experiences. It certainly helps deliver the sound more cleanly, but the surround aspect is poor at best.

Just buy a wireless surround system if you actually want surround but don't want inconvenience.
