The way I see it, no one is inherently unattractive. I think that practically anyone can be an eye catcher if they put in enough effort, whether it's attaining a good hairstyle, losing weight, donning an good looking outfit, etc.

Also, I have browsed through snippets of the incel forums before, and some of the men there aren't even remotely unattractive. They're probably just unsuccessful with women because they have poor social skills or terrible personalities.
