yea it might be a homeless issue. I used to live in WA where they have Jack in the Box, and I remember there they had that sign too. but the nearby mcdonalds didn't....so most homeless went there. every store is different, on the local decisions of the manager

They don't look homeless or like druggies but more like they have a mental handicap. I know they've been around since 08.
