Radio and broadcast TV were so necessary for the societies that came before us, they and were made to access free. Yet internet is just as if not more necessary, and yet we cannot access it without paying a monthly fee.

ISPs should sell a special temporary package for a $1 to use internet. like you can buy these cards with codes, and when you need internet, you open up your laptop, phone, etc enter the code, and you have internet for an hour

i think it's not a utility because private companies rent and use public infrastructure to run lines and lines throughout the city. these private companies set up an infrastructure for the internet.
now if the government did it, it has a better chance of being free. think us postal service type of internet though. because its not, the internet been able to achieve its speeds of today and the neat future. --- You don't stop playing because you grow old, You grow old because you stop playing ... well i'd imagine now that it's far too late, if internet were to be free the infrastructure would've had to been set up in the mid-to-late 90s, now it's far too established by private companies.
but i doubt there's a sweetspot for government involvement, which is the only plausible way you'd get free internet. if the government got more involved early on, i'm fairly certain they wouldn't have stopped at "let's use advertisements to fund it for everyone and then let everyone make whatever websites they want," it would've been very restrictive and nothing like the internet we have today ...
