The proposed rule would allow hunters to lure brown and black bears with bait, hunt black bears and their cubs using artificial lights, shoot bear cubs and wolf and coyote pups in their dens, and use dogs to hunt black bears. It would also allow hunters to shoot swimming caribou from motorboats.

In a way, this is survival of the fittest in the animal kingdom. Plenty of animals like horses, chickens, goats, etc. were smart enough to ally with humans. The wolf had its chance, and it chose the wrong path.

There's actually evidence to suggest that in places where this has been put into place by law that the bears actually keep their cubs around longer as a form of protection.
