Saying that it wasn't necessary to do in the game doesn't change the fact that it could be done and was done, so that's the canon. The protag of each game only canonically 100% does the MQ (and related like Tribunal, Dragonborn). Any guilds or sidequests etc are up to your interpretation. Please, the only way they're not the same would be if a different person became Sheogorath after the champion decided to stop playing that role,at which point you'd still say that him at this best was stronger than the dragonborn at his best.
