Saying that it wasn't necessary to do in the game doesn't change the fact that it could be done and was done, so that's the canon. They even dropped hints that Sheogorath was involved in the Oblivion crisis in Skyrim, which he wasn't the case unless the champion that was involved went on to become the new Sheogorath. Sheogorath in Skyrim mentions obscure references to Oblivion as A) an easter egg, and B) because hes a fucking god and knows what happened. SOMEONE became Sheogorath, nobody is debating that. The protag of each game only canonically 100% does the MQ (and related like Tribunal, Dragonborn). Any guilds or sidequests etc are up to your interpretation.
