What do you mean get a return? Like you file one but not the other? Or you qualify for a refund for one but owe for the other?

No, you file both but one only came while the other says is accepted by the IRS still hasn't shown and going to past it receive date.

Yes of course. There's a state-level agency (Department of Revenue, for instance) and the federal-level (the IRS). They are completely separate entities from one another and handle things entirely independently of one another.
