yeah. the thing about apocalypse story is, if the world (or at least majority of the big countries) isn't ruined, then there would be no apocalypse at all.

it is simply logistics. if at least a decently rich country still exist, and method of cross-ocean transporation exist, there would be logistics of support from aboard, and it will make the affected recover quicker.

i mean nagasaki and hiroshima went back into a city just in less than several decades after being a literal wasteland.

chernobyl is isolated and secured by joint international effort, etc. unless your story is like "5 minutes into the world's end" thing a global catastrophe must have happened

It depends on what caused the end of the world

In the first mad max, there is still a functioning society (Mel Gibson is a police officer) and I don't really remember if they say why or how society is collapsing, but by Beyond Thunderdome we clearly see that the reason is that we've overutilized our energy sources (the reason master blaster is powerful is because he runs a methane refinery) so probably there could both be rich nations and also demented hellscapes since cross-ocean travel is likely not feasible
