As a warning to everyone else, I've been led to believe that that promo images for Cold Steel 4 have somehow been spoilers for Cold Steel 3. I've only seen one of them myself though and can't speak to the accuracy of those claims. (And I think the one I did see was a picture of Renne which means I could not be any more hyped for the English release of this game five years from now.)

subtitles seems like Falcom's thing for 2018.

The PS4 ports of Cold Steel 1 and 2 also have subtitles. They're equally as bland in their descriptions

Falcom doesn't seem to let any localizers work on their games until after they've had their release in Japan. So it's only been "available" for about 3 months. It's possible that if someone picked it up already they're either waiting for some event to announce it or are just too early in the project to even give a decent estimate on when it would be ready?

Is this TOCS4 or TOCS3 (part 2)? I thought I read somewhere that 3 was split into two.

As far as I'm aware, what is currently Cold Steel 3 and 4 was originally intended to be one game which would end the Erebonia Arc, but it ended up too big to release as one game.

All the promo material I saw seemed to paint it in a "maybe it is Crow and maybe it isn't" vibe, but the point is I don't think we actually know. (Well, people who played Cold Steel III already could possibly know, but let's not worry about that.)
