Depends on how it's prepared. A lot of tuna sucks -- like tuna sandwiches, canned tuna, etc -- but it's great for sushi and when prepared correctly (seared ahi tuna)

I've had tuna sashimi, and kind of liked it. Plus, it's a decent filling for sandwiches.

I should extract a point because some species are almost extinct but they're not for sale here anyway.
I've eaten tuna in a michelin star Japanese restaurant. It was crazy delicious. I can't give anything less than a 10.
Average sashimi gets a 7 or 8. Well prepared tuna steaks get a 9.
Frozen tuna is useable in things like oven dishes.

I'm not counting canned tuna since there's never tuna in them. They contain skipjack, a Tuna like fish. Canned "tuna" can be good in sandwiches and salads.
