Looking at the four races of Mer and the four races of Men, it seems elves have more "savage/wild" races then men do.
Altmer = civilized Bosmer = savage Dunmer = barbaric Orsimer = savage/barbaric Now let's look at the Men races Imperial = civilized Breton = civilized Redguard = civilized Nord = savage/barbaric Elves only have 1 civilized race, and 3 barbaric races. Men have 1 barbaric race and 3 civilized races I dunno from where I'm standing, it seems men are the defenders of civilization on Tamriel, not stupid elves. (I know there have been other mer races in the past and that the Maomer/Sea Elves are also a thing, but we don't see them in ES proper so I don't count 'em. Also one would argue neither Breton nor Redguard are that civilized. Redguard are nomadic desert people and Bretons are all tribals w petty kings just like nords.

The Reachmen in Skyrim are Breton and mostly tribals. Actual Bretons in High Rock are organized into Kingdoms and have a pretty advanced culture. And Redguards have massive coastal cities, and a very popping maritime industry. --- Not removing this until Mega Man 64 is released on the Wii Virtual Console. If you want to talk advanced cultures, also keep in mind that the Nords were colonizing Vvardenfell so long before the Imperials that the settlements they abandoned are ruins by the time Elder Scrolls 3 takes place.

I'd say all the races of men are more civilized than every elf but the high elves.
The Nords aren't really barbaric, just rural. Skyrim is set in an equivalent of a post-viking Christianized Scandinavia. The exodus from Atmora and the Companions shenanigans would have been the viking stuff. The viking stuff is all tales and legends by the time you play the game. They still have bandits, but fuck, who doesn't? It's an RPG.
