There's a better solution to this that's already a thing that just isn't implemented yet.

To solve this the only thing that needs to occur is the usage of private information should require biological evidence by law.

What I mean is that any time anyone applies for, uses, or extends credit some type of bio-evidence should legally be secured in order to legally proceed with the transaction.

In easier to understand terms that chip reader on credit card readers should require an upgrade to being a thumb print reader by law.

Everytime a person attempts to open, use, or access a bank account of any kind including credit card accounts thumbprints should be required.

The only reason this isn't a thing yet, is because banks don't want to invest the money, but in light of the social security number system being utterly compromised at this point the federal government should make this a law tbh.
