The answer though is no, they could but then they wouldn't have an endless funnel of cash to their bank accounts like they want, so they make things extra grindy and harder to achieve so you're more likely to buy their microtransactions. When the first DLC raid dropped, players without DLC could no longer do their weekly if the DLC content was in rotation. That was when I sold my copy of Destiny. To this day it is the only game I've ever sold. They effectively removed content from players who had bought the game, but not bought their DLC. I had no interest in DLC. I just wanted to keep playing the game the way I had been playing it, but I could not do that any longer. You can buy the gacha if you want, but the armor is level 5 of 300. Purely cosmetic. Gear mods are random drops from all engrams...sooo yea, nowhere near pay to win.
