Not all punks do drugs (Straight Edge is huge in some circles). Not all punks are left wing (Lee Ving and one of the Ramones were conservative, IIRC) and some are even apolitical (The Misfits, most of Horror Punk, Ska Punk is mostly too) and some are more 'working class' (Celtic, Oi! and Street punk in particular). Not all punk is incoherent screaming (not sure where you even get that from; even the most common place bands such as NoFX and Bad Religion have very clean vocals). Punk is more about attitude than actual musical sound, unlike metal. It mixes so freely because it's more about attitude and energy.
