According to the prosecution, the man has demonstrated to have begun chewing the pork in front of the women and then following them when they changed their place. No one is being imprisoned, but you can definitely be arrested for doing what you describe if you do it long enough. If you do get sentenced it would be a fine, maybe probation or community service.
