I think its meant for individual guidance. When its used en masse, then its not so as good to guide many people when 1 interprets it his/her way.

The Bible is a big book with many stories and you can easily handpick parts that can justify anything.
The Ten Commandments sounds good in theory, but if we look at reality, it wouldnt work if nobody worked at Sundays. And no sex without marriage? Those two alone will change our culture so much so it will be a whole different culture.
And look at how different religious groups already misuse the Bible, we got Christians that whine that Jesus hates homosexuals. I dont know what Bible they read, but the Jesus in my Bible was a nice person that told us to be nice and forgive people, not spreading hate. Heck, he walked around with sinners, touched unclean people and helped them, how can people turn that into him hating homosexuals?
