Kinda what ArchiePeck said, i think that a good villain is someone who has justifications. Maybe just takes it too far or that you have a lead that you bond with, making him/her the hero of the story your are watching, but maybe not when a sequel comes out :P

I disagree. I think this is one way to write a good villain but not the only way. Another good tactic is to have the character have been an innocent at some point but get extremely screwed over and overwhelmed with bitterness.

They were noble in the most Harry Potter film of way. The world isn't black and white. A thief doesn't deserve to die for stealing. You can rehabilitate people. Moreover he doesn't know the circumstances of these crimes and doesn't even way for the court cases. He just offs people from whatever is reported on the news.

He's the one committing MURDER so shouldn't he kill himself after the first victim dies from the book?

Yeah. Victor's motive, saving his wife, is one we can empathize with. He just wants to help the woman he loves. His motives are pure, but his methods are flawed.
