apparently we cant work on a car for more than 48 hours even though it makes no noise and it was in the garage. what kind of bullshit rule is that. also the fence that the landlord just fixed is somehow a nuisance.

Because too many people are using private residences to do auto repair work for money. In order to stop this, they put a time limit on how long you can work on a car.

So if it's something simple like an oil change or brake light, no problem. But if you have to work on a car for more than 48 hours, that's when they nail you.

But if it's being done in a closed garage, that means you have a neighbor that's ratting you out. It's not like they cops come looking for that stuff.

That's almost certainly the case. All their neighbors want them gone.

It's easier to make a blanket law, than go into specifics. I don't agree with it, but that's how bureaucracy works.
