Syria and Nicaragua are the only other nations not party to the agreement. The former because it's in the midst of a multi-sided civil war, and the latter because they thought it was too weak sauce to bother with.

Not true actually lol. Both countries are taking very big steps (in some cases bigger than the US) on climate change. They also emit far less greenhouse gases on a per-capita basis. They still have some room to expand coal power to poor people while meeting the emissions reductions goals (and this is more in India than in China which is scaling back coal drastically after accidentally overbuilding a lot, kind of like with the ghost cities)
