Thank you. My definition of competency test was completely different than that definition. I just wanted people to have a base understanding of the issues they were voting on.

Yeah, "competency tests" have been done in America before as already pointed out and overturned for the very obvious reasons they were used. Now days they've moved onto "voter ID laws" as their new form of tests because it's something that SOUNDS reasonable when you just frame it very vaguely, but there is a reason they are almost always pushed by right wingers and almost always thrown out by courts for the very same reasons as competency tests were.
