I can understand the council not wanting him to dig up a working landfill, but when they closed the site I thought that they might let him dig it up. At least as long as he provided a reasonable plan to contain the refuse and return to site to original condition, along with posting a hefty surety bond toward the cleanup. He was such an asshole throughout though, I presume that the council might have turned down even a reasonable offer because they were just tired to dealing with him. He was a real jerk too?
