I haven't watched Trump's birthday parade but there are a couple of issues potentially in play here.

1. I have seen quite a few troops over the years struggle to march in time to music (it's usually a slower pace than they are used to).

Generally this is solved by preparation, drill lessons with the drum, rehearsing the parade etc.

Naturally I have no idea to what extent Trump's parade was trained for and rehearsed.

2. Distance between the troops/band and the camera/microphone.

Sound is a lot slower than light, and so distant troops can often look out of time to the music. This effect can be compounded in a large parade where some formations may also be a considerable distance from the nearest band.

Like I said though, I didn't watch it. It's not impossible that it was a bit shoddy.
