It's blatantly untrue for Harmonies who have some of the most broken Eidolons and LCs in the game. For DPSs it's less true but there's been a trend with the 3.x ones that E2 basically doubles their damage output which is insane. Eidolons are the only way some of the 2.x characters are keeping up. As F2P I kinda got burned by horizontal investment because you end up with a bunch of mid teams unless you invest in very specific characters to "complete" a roster for a team. At the point where you're pulling specialist supports who don't fit a lot of teams, you're basically investing vertically anyways.
