At that point on her realized the only thing that made him feel anything at all was hurting people and it was a downward spiral into sadism from there.
They perfected it after that, offered it to General Leo but he turned it down choosing to rely on his muscle instead. That's how Celes got hers.
And this is hinted at strongly in game but afaik there's no confirmation of this. Just a few things that don't make any sense until you realize Relm is Shadow's daughter.
