That's absolutely one of the requirements, but pre-PL you also needed 40 Street Cred before it appeared. I don't recall if that changed with the DLC. But there's also other free cars, like the Nomad one they made for the stock car racing dude, a Quadra connected to a Gig, a pickup that's just out in the boonies, and a Herrera for doing El Capitan's PL shit.
