Most of what I see that happens to non tippers is that service is intentionally slowed/overlooked towards them. If youre a known nontipper, then well definitely ran out of that special sauce you like, or that table you want to sit at? Someone just reserved it 2 seconds ago. this is from a restaurant perspective.
